Do I have to accept the highest bid?

Hi - I recently listed my car for sale. A local elderly couple had been to view the car, and were leading the bids with 4 secs to go. Then completely out of the blue I find out the highest bid is a new bidder from Germany who wants to send a courier over to pick up my car and pay me by paypal in the process! I've heard about various paypal scams and I'm still not sure whether this is a scam or not. Either, I'd prefer to sell to the local, genuine elderly couple who have showed a proper interest - Question is, do I HAVE to sell to the highest bidder? Any feedback would be greatly appreciated!ThanksPete
