Is there a way to close a non payer dispute quickly?

Hi guys, hope you can help me with this one.I've had endless hassle from a Polish buyer who bid on a very heavy lot of parts, the only thing I was selling which I didn't offer worldwide shipping for due to the weight.I have spent the last 10 days unpacking, repacking and rejigging these items to get them below 2kg and the right size, therefore a reasonable shipping rate for them - they bought another part listed on its own, and suggested I pack everything in two equal boxes,which I was happy to do. I finally got them a price which was around
